Abstract:

The article focuses on the main aspects of functioning of the universities that belong to the jurisdiction of the Federal Agency for Fishery. During the management process the leaders of the educational organizations covered in the research use two types of mechanisms for ensuring economic security: organizational and economic. The main elements of the organizational mechanism for ensuring economic security included: the management system for educational sector and the organization as a whole, the personnel management system, the logistical support. The core elements of the economic mechanism for ensuring economic security are: strategic planning, financial planning, the system of public procurement. We have analyzed how these elements were used at the universities belonging to the jurisdiction of the Federal Agency for Fishery and made conclusions on how feasible and effective they were. Summarizing the results of the study, the authors have identified and systematized the conditions and factors that reduce the effectiveness of organizational and economic mechanisms for ensuring the economic security of higher education organizations.
