Abstract:
The modern educational system follows the developing strategies in the economic sphere progressively. The digital economy vector, the demand for new competencies in the labor market make the basis for changes in the human capital architecture. Econometric analysis of information and communication technologies (ICT) development, human capital and the educational system quality on a stratified sample of countries related to the problems of digital intelligence formation determined the study goal setting, which is to update the model of human capital competencies. The author presents a matrix of digital intelligence synergy, specifying the model of human capital competencies. Suggestions are developed for the engineering of the approximate basic educational program «State and municipal management» (bachelor's level) in the detail part indicators of key competencies the matrix achievement «D-development of territories by the local community» and «D-reflection» elements. The conducted predictive quantitative assessment of cyber risk management showed the need for develop an additional program aimed at the digital intelligence formation and having a distributed nature of implementation at the general and professional education levels.
