Abstract:
A diagnosis of the condition of key Polish IT projects, subsided by the European Union structural funds, implemented to the benefit of public administration during the period 2004-2015 has shown that practically all large projects have ended up with more or less spectacular failures. The planned corrective actions are included in the document National Integrated Informatisation Programme. Now the next and third evaluation of this document shows that the corrective measures taken are still unsatisfactory. The aim of this article is to assess the reasons for this and to identify main barriers to the success of the programme. The presented paper is based on the analysis of the literature on the subject and the author's experience gained during participation in several large IT projects for public administration.
