The Process of Implementing Public Policies by Example Policy for the Development of Artificial Intelligence in Poland from 2020

Abstract:

More and more documents, recommendations, assumptions and strategies on artificial intelligence are appearing on the market. These visions are not necessarily coherent as they touch on branches related to legal and technological aspects depending on the business profile or the target group. However, it is worth noting that each of these documents is aimed more at large companies than at small units/companies. The global approach to the problem means that the individual aspect is overlooked. Very rarely, if ever, do published documents link law and technology to their economic or sociological impact, and certainly do not address facilitating the implementation of new technologies by the small and medium-sized enterprise (hereinafter: SME) sector. In our dissertation, we will focus, among other things, on how to implement the assumptions described in the Policy for the Development of Artificial Intelligence in Poland from 2020[1] (hereinafter: AI Policy), therefore it is important for us to understand how this topic should be approached in practical aspects. Before this happens we would like to lay the foundations for this activity, therefore the first stage of this work will be a definitive indication of what the policy is, how it differs from public policy, what are the ways of implementing it, which actors should take part in its creation and which of them should be considered in the context of SMEs. We would like to show all this in the practical aspect of creating the AI Policy, which has been created by the team of the Department of Innovative Solutions of the Chancellery of the Prime Minister, of which we are members. In particular, we would like this work to be a foundation for planning the next steps of our doctoral dissertation, i.e. establishing a methodology for implementing actions related to artificial intelligence for the SME sector.
