Abstract:
The importance of providing an optimum ratio of international and national components in realization of national policy of the Soviet state in 1917-1991 as most important condition of improvement of law-enforcement activity, harmonization of the international relations in militia collectives and in society in general is proved in the article using the materials of the Soviet militia of the autonomous republics of the Volga region and the Urals. Among the key problems analyzed by authors are the following: a condition of the regulatory base of personnel policy in the Soviet militia during various periods of its history; formation of national militia personnel, progress, mistakes and miscalculations in this sphere; reasons and consequences of neglect both international requirements and national inquiries of the population.
