Abstract:
This paper presents the results of research concerned the role of the smallest territorial division units in Poland – local municipalities - in the development of the circular economy. The organizational and legal barriers are elaborated in the framework of this economy. According to the research's findings, both the polish lawmaker and local government entities in that country consider their roles as active and important at this moment to drive the change. In this regard, the idea of the circular economy is still in the process of final formulation by the stakeholders in Poland. The prevailing idea is that the circular economy must be based on economic symbioses, but the inclusion of state and local governments in the circular economy raises some doubts about this idea.
