Abstract:
Motivating staff to implement the organisation’s strategy, including the staff in the decision-making processes targeted at activities related to creativity, innovation and entrepreneurship aims at developing a fully engaged public organisation with shaped organisational culture. The management of public organisations should create conditions favourable also to the staff. In order to increase the civil servants’ satisfaction, various measures are taken in the scope of human resources management in the area of motivating, developing attitudes based on full trust and engagement, which favours relations within the organisation’s structure. The aim of the article is to present the role and significance of the staff in the context of developing effective management of public organisations and to discuss the research results related to the assessment of functioning of public organisations by civil servants employed therein.
