Abstract:
In an era of constantly emerging threats that endanger human safety, a key priority should be the pursuit of new security concepts and innovative training methods to minimize the risk of injury or loss of life. Existing literature on this subject—specifically regarding the development of IT tools that support decision-making based on external data—is limited and niche. Against this backdrop, this study presents an approach to ensuring human safety by leveraging information technology to address challenges in the field of emergency medical services. Identifying a gap in the literature, the authors determined that an analysis of the software and its functional capabilities—particularly in times of uncertainty—was highly desirable.
The primary objective of this study is to conduct a functional and usability analysis of a sample medical application. This application serves as a potential operational and educational tool, acting as a fundamental component of the human safety system for personnel responsible for responding to emerging threats during periods of uncertainty.
The study incorporates a secondary analysis of literature and statistical and incident-related archival data, alongside an analysis of the medical application itself. This application is suitable for both operational use and the training of command and staff elements—including command-staff groups—for whom staff exercises and war games are the most critical training formats. The study also addresses overarching training objectives, such as synchronizing the efforts of all key personnel to generate the data (calculations) and courses of action required for making medical decisions. The foregoing provided a basis for drawing conclusions regarding the need to build similar medical systems which, when integrated into cohesive crisis management frameworks, underpin the functioning of an informed society. The presentation of an IT solution for the medical sector is undoubtedly a major asset of this study, which highlights training-related aspects in the context of crisis decision-making.
