Abstract:
The article is devoted to the issue of cross-border cooperation using the key instrument which is the Euroregion. The purpose of the article is to analyse the conditions for the development of Euroregions in areas that are partially or completely outside the European Union. The authors concentrate on the European area of the Russian Federation. Based on the author's verification model, they identify all “potential” Euroregions and then perform their verification in terms of real activity. They construct organizational models of Euroregions and analyse which of them function efficiently and why. Realization of research goals required conducting literary studies and desk reports in the field of analysing secondary sources. The authors also used system analysis, and participant observation. The effect of empirical research was to 4 realistically operating Euroregions in 2020. The surveyed Euroregions acted as associations or partnerships. The form of the association turned out to be ineffective. The key determinant of development was the effective use of EU funds and the direct involvement of the subjects of RF. The EU's neighbourhood policy has created more favourable conditions for the development of bilateral Euroregions, primarily those participating in the system of managing cross-border cooperation programs. Research has shown the marginalization of Euroregions located on the RF border.
