The Role of Local and Regional Authorities in Shaping the Sustainable Social Space

Abstract:

The research objectives, including an in-depth description of the role of local and regional administrative authorities in the shaping of a sustainable social space, have been achieved through analysis of relevant state legislation, using functional system analysis. Introduction of system analysis made it possible to demonstrate the consequences of the legislator's implementation of decentralization at the level of local government units, which are theoretically equipped with a full spectrum of tools for shaping social order at the local community level. The idea and principle of decentralization of competences applies at every level of local government units. Suspension of decision making occurs when the goal is justified with state-importance. Self-government administrative systems are characterized by a degree of stability, which makes it possible to carry out the assigned tasks - under one condition: regulatory convergence of the legislative body with the executive body.
