The Socioeconomic System of a Region as a Source of Threat to the National Security of the Russian Federation

Abstract:

Over the last decades, the world has been facing a growing terroristic threat. The Russian Federation has a lot of negative experience in the implementation of such threats.  Throughout the time Russia has existed as a sovereign country, it has been walking a complicated path of fighting terrorism. At the end of the first decade of the 21 century, Russia was able to obtain positive results in standing against terroristic threat. But the burst of terrorist activity in the middle of the second decade has made it important to research the causes of terrorism. The dynamics of documented terrorist crimes in the federal subjects of North Caucasian Federal District has been analyzed. It has been revealed that the total number of documented terrorist crimes has grown. However, the growth rate of such crimes in the regions is different. The presentation of the documented terrorist crimes in equivalent of 100 k population allows us to find out about the activity of the population in the formation and implementation of terroristic threat in a region. There are considerable differences in the level of socioeconomic development of North Caucasian Federal District regions. The differences in trends and change rates of the socioeconomic status have been established. The regions are ranged by indicators, characterizing the socioeconomic status, and the "documented terrorist crime" indicator. As a result it has been revealed that the condition of the neighboring regions does not make an impact on the number of documented terrorist crimes. In addition, prerequisites of regional typologies have been identified depending on the ranking ratio of the indicators, characterizing the socioeconomic status, and the "documented terrorist crime" indicator. The provided correlation analysis has not made it possible to find out that the socioeconomic condition of a region is the main cause of terrorism.
