The Solving Problems of Microelectronics Design Centers Management: Innovative Approach in Russia

Abstract:

This study will be of interest to scientists and specialists in the field of management of complex high-tech enterprises. The study was conducted for design centers of microelectronics. This industry is interesting because it shows high growth rates of economic indicators, the development and operation are significantly influenced by scientific developments in various subject areas (it is impossible to predict), the development of electronic components has a number of specific features, at each stage of design in the face of decision-making there are a number of complex multifactorial problems. The dynamics of these processes and the improvement of technical systems and technologies that are the basis for the development of programs and development projects create the need to develop new theoretical and methodological approaches to assessing the technical and economic efficiency of activities for the development of electronic components. In this regard, there is a need to develop new innovative approaches to solve the problems of management of design centers of microelectronics. The solution of such problems seems impossible by heuristic methods. To develop management solutions for the problems of the design center of microelectronics it is necessary to use a formalized mathematical apparatus and modern information technology. On the basis of our experience we have analyzed the specifics of the design centers, identified the target tasks of the design center, the measures of implementation of tasks, presented an algorithm for the development of projects by design centers with a number of tasks for managers of different levels. Development of reasonable management decisions is possible only based on optimization mathematical models that could take into account many factors affecting each process. To solve the problems of management proposed decomposition of the process of formation and implementation of projects of the design center and the integration of modern methods of management theory and information systems. Some processes of development of electronic components by authors in other works have been described with the use of mathematical modeling. However, there is no data on optimization models for testing and verification of electronic components, the issue of developing an information system to support management decision-making remains unresolved.
