The synergy between Tulcea county development model proposed by the World Bank and consumption behavior of territorial administrative units

Abstract:

This article aims to assess the synergy between the development model proposed by the World Bank and the way in which resources are spent by the authorities in rural Tulcea county.  We analysed the financial capacity and the dynamics of the EU funds absorption in order to identify the capacity of the territorial administrative units (TAUs) in rural Tulcea county to support the development model suggested by the World Bank.  Also, based on a methodology proposed, we identified a synergy between the behaviour linked to the expenditure of budget resources by the TAUs in rural Tulcea and the territorial development model proposed by the World Bank. We analyzed the situation of revenues, expenditure and European financial resources attracted by TAUs from rural Tulcea county. The analysis focused on the dynamics and a number of comparisons relating to the national situation or the programmatic documents specific for the 2014-2020 programming period.
