Abstract:

The article is devoted to the analysis of modernization and transformation of flagship universities of the Russian Federation in the context of development programs effectiveness assessment and conformity with the trends of country’s educational system development. The work considers the following questions: prerequisites for the implementation of the “Education development” national project; assessing the score dynamics of the National university rating issued by “Interfax” international information group, as well as several private ratings within it regarding a group of flagship universities of Russia; assessing the effectiveness of flagship universities’ international activities according to the university efficiency monitoring data performed by the Ministry of Education and Science of the Russian Federation. The article includes the case for adjusting flagship university development programs to provide fuller participation in the "Education development" national project implementation, as well as the content of strategic projects for flagship universities including the “Russian higher education competitiveness improvement” federal project.
