Abstract:
The aim of the paper is to present the conceptual framework related to the construction of an early warning system that will be used in later operationalisation of the implementation measures. The paper presents selected issues concerning the project knowledge management, early warning systems, the concept of weak signals, as well as risk analysis and it was pointed to the need for their synthesis in order to efficiently recognize the potential opportunities and threats in the project life cycle. The proposed model of an early warning system based on knowledge integrates the elements of the theory and solutions unprecedented in project management. The basic idea is that the system should provide information concerning situations that threaten the implementation of projects, about dangerous phenomena and processes as well as the probability of their development, and allows rapid and flexible response to the forthcoming events, which in turn should translate into faster adaptation to adverse situations arising during the implementation of the project.
