Abstract:
The article deals with the analysis of theoretical and methodological foundations of professional development of public servants in Ukraine. In the article it is proved that the requirements that society puts to the professional activity of public servants today provide not only for increasing the responsibility and efficiency in its implementation, but also for the constant improvement of the level of professional servants by civil servants. Today, public servants need to have only narrow-minded knowledge to perform their duties qualitatively, they need knowledge and understanding of the mechanisms of interaction between the state, society and individual citizens. It is established that today, the professional development of public service is of fundamental importance in the context of postgraduate education of civil servants, because any political strategies are formed and implemented through the lens of a person. Consideration of professional development is outlined as: system-organized process of continuous professional training of staff to prepare him for the performance of new production functions, professional qualification promotion, formation of reserve managers and improvement of staff structure; providing and organizing a training process to achieve the goals set by the organization; improving skills and competences, expanding knowledge, enhancing competence, aptitude for training and enthusiasm for employees at all levels of the organization, which contributes to continuous growth. It has been found that the criteria of the professional capacity of civil servants include both the attitude of the person towards himself and the relation of the person to the external and internal world of other people. Emphasis is placed on the expediency of adopting the practical experience of the EU countries in order to increase the effectiveness of reforms related to the human resources processes that can be observed in Ukraine. A number of prerequisites for successful implementation and implementation of internal reforms have been motivated, which have a great impact on the European integration of our country.
