Abstract:
A sense of security is one of the basic needs of every human being and has a decisive impact on the functioning of entire communities. Effective management of security is determined by the identification of threats and risk analysis. A threat is a potential cause of an undesired state while risk is a function of threat and the possibility of its occurrence. These two determining factors should play a key role in increasing the level of security of local communities. They constitute an information about a possibility of a threat, and the foundation in the process of striving to ensure security, i.e. minimizing threat. The author will indicate the importance of collecting and processing information about threats for the achievement of this aim.
That is why it is so important to create tools, which will allow a diligent and clear identification and presentation of the scale and type of threats to local communities, and institutions responsible for ensuring security and public order. This identification cannot take place without considering local expectations. Such tools should include threat maps. They need to be treated as an important element in the management of public security, implemented as part of inter-institutional and social partnership. The author believes that such an assumption requires the description of the influence of information on the shaping of security of local communities. In order to operate efficiently and effectively in all areas it is necessary to become familiar with the spaces and matter of operational fields, i.e. find out what, where and when to do in order to achieve a desired state. Credible and comprehensive information on threat and risk constitute a necessary condition in the selection of suitable instruments, operators and variants of operations in order to ensure the safety of local communities.
