Abstract:

The achievement of society general welfare is consistent with development of paradigm of public administration through the emergence of governance concept. Governance also continues to develop. Collaborative governance is one developments of governance. The collaborative governance is a way to manage government by involving stakeholders outside the government, oriented towards consensus and deliberation in a collective decision-making process with aim to implement public policies and programs. Community empowerment is one of main principles in application of collaborative governance. Given the importance of this topic, this article presents a theoretical study of community empowerment in a collaborative governance perspective.
