Abstract:

This article deals with the problems of development of administrative legal transformatic as innovative directions in the state regulation of crisis situations. The emergence of this term is the result of updating of relations of livelihood in Russia, Western Europe and other countries. Historically, this development passes a number of stages, from legal cameralistics, then the police and administrative law. The author notes that a variety of transformationaly law relations of ownership and all economic, socio-cultural and administrative-political life have felt the need for scientific management of a variety of interconnected, vital to the economic and legal phenomenas.  Executive authorities of different levels have to consider this phenomenas which are reflected in administrative-legal science. The results of the study concluded that the management of the protection of constitutionality, safety, and welfare of the country in a crisis is represented by the impact of the system of state and municipal management based on the knowledge and use of doctrinal-strategic patterns inherent in the administrative system of transformational in order to optimize operation, development and achieving goals.
