Transformation of Municipal Self-Government within Framework of Solving Administrative Tasks

Abstract:

This study is aimed to show the role of administrative functions in development of post-reform self-government. Theoretical views of pre-revolutionary lawyers, followers of public and state self-government theories have been used as methodological basis. The principles of historicism, systemic and objectivism have been used as scientific basis of the study. Basic research methods are as follows: comparative-chronological method, quantitative analysis and problem-chronological method. Based on analysis of administrative expenses in the municipal budget, it was shown that the law-making policy was aimed to incorporate public representation bodies into the state structure, turning it into the lowest element of the administrative system. At the same time, it has been determined that an active civil-legal position of public representation is revealed in the course of solving administrative functions, that demonstrated its ability to use mechanisms of dialogue with the authorities competently. Transformation of municipal self-government from the lowest element of the administrative system into a self-sufficient economic unit has been revealed. The conclusions given in the study will enrich scientific base of municipal self-government greatly, and enable identifying new research directions. The obtained results allow expanding the methodology of study of local self-government.
