Transparency and Visibility in the Administrative Process at Local Level and the Decision-Making Process in Romania

Abstract:

In this research, we set some objectives to analyze the relationship between citizens and the public administration, the general objective being to establish whether an electronic service can be implemented to stimulate citizens to become more involved in decision making at local level and for to streamline the entire decision-making process by giving them the opportunity to express their opinions in solving problems of personal interest and at local level. In order to establish an electronic concept to encourage citizens to participate actively in the decision-making process of the local public administration authorities and to maximize transparency in the adoption of decisions through normative acts, we used a characteristic sociological method for data collection and analysis, using the questionnaire. It is clear from our research that the residents want the local public administration to be able to facilitate the entire decision-making process and to give more importance to the opinions expressed in relation to the decisions that are to be adopted at the local level. The local authorities should start projects that are in the interest of the citizens and offer transparency of the proposed objectives to diminish the effect of uncertainty and at the same time corruption
