Abstract:

The research is devoted to the study of the concept and process of applying the Treasury support tool in the field of public administration as an integral component of the modern system of distribution and redistribution of state financial resources in order to increase the efficiency of use of budget funds. The purpose of the study is the analysis of the Treasury support instrument using modern approaches to improving the efficiency of the use of budgetary resources, as well as the prospects for the development and application of this tool in Russia. The authors use general scientific (analysis, synthesis, induction, deduction) and special research methods, as well as methods of economic theory. The study analyses treasury support procedure, as well as the application of the treasury letter of credit, the most important tasks the procedure can help to solve, and the development prospects. As a result of the study, the authors revealed both the positive results of introducing the mechanism of treasury support, including the use of treasury letters of credit, as well as some shortcomings and problems that impede the full use of this mechanism in order to increase the efficiency of spending budget funds. The authors come to the conclusion that today, the emergence, implementation and further improvement of treasury support as a tool to increase the efficiency of the use of budget funds, in particular in the implementation of government contracts, is a new stage in the development of state financial control. Further study of this topic will allow a deeper understanding of the possibilities and prospects of integrated introduction of this tool into the general government sector.
