Unemployment Benefits Assigning: The EU Countries Experience and its Acceptability for Applying in Ukraine

Abstract:

The research paper deals with theoretical and methodological analysis of the practical implementation realities of the mechanisms for unemployment benefits assigning in Ukraine. Based on the terminological analysis, the authors suggested the definition of notion of ‘mechanism of unemployment benefit assigning’. It was revealed that the endowment in event of unemployment for persons who have lost their jobs is related to the social insurance system development that determines social policy in the employment sector in Ukraine. It was clarified that the legal and normative frameworks of the mechanism for unemployment benefits assigning in Ukraine are developed and implemented in accordance with the relevant international law. The research has proved that the domestic mechanism for the endowment assigning in the event of unemployment requires improvement, which needs to be emended in the context of Ukraine’s intention to integrate the EU and by taking into account the corresponding EU’s practice and experience. It was developed the authors’ Model of Mechanism for Unemployment Benefit Assigning, the key components of which are: Input / Purpose; Goal; Objectives; Principles; Object (unemployment benefit); Subject (unemployed person); Output / Result. The experience on the development and implementation of the mechanisms for unemployment benefit assigning in some EU’s countries (Great Britain, Germany, Poland, and Norway) was analyzed and the relevance of their application in Ukraine was suggested. It was ascertained that the mechanisms for unemployment benefits assigning considerably depends on the social welfare models (such as Anglo-Saxon, Continental, and Scandinavian) applied in the countries examined.
