Using the Information Capabilities of Cloud Services and Digital Nodes in Managing the Development of Regional Economic Activity and its Functional Areas

Abstract:

The key areas of implementation of digital technologies in the regional economy management system that are available at the current level of ICT technology development: creation of systems for objective control of the state and activity of all economic entities operating in the region (both endogenous residents and representatives of exogenous structures localized within the RES); organization of digital monitoring of key socio-economic processes, differentiated by us depending on the source of origin and significance for the results of the RES operation; monitoring the composition, intensity and effectiveness of management impacts at the local (local), regional, sub-Federal, and Federal levels based on a specific set of quantitative indicators generated and verified in digital format. The creation of a regional digital information and economic space based on the author's initiative - the regional target program "Digital enterprise - the leader of the region's economy", even within the exclusively corporate sector of the region's economy, will significantly realize the existing reserves for accelerating regional development through the implementation of incentives for preferential access of "digitized" economic entities to municipal and regional public procurement procedures; through the formation and operational calculation of a system of regional ratings that reflect not abstract economic assessments, but indicators of financial condition, operational activities and their derivatives in terms of real credit load, creditworthiness, investment attractiveness, financial stability and bankruptcy forecast, etc.; when using corporate and regional ratings in the development and implementation of appropriate regional / Federal programs of targeted incentives/ support/ demotivation and elimination.
